Alliances have the ability to declare war on up to two cities each day, independent of the daily city capture limit. However, to initiate a war declaration, the alliance's territory must be connected to the target city through military stronghold-controlled areas. Additionally, an alliance can only declare war on one city at a time, and each war declaration lasts for one hour within its specific warzone.
Throughout the season, an alliance can capture a maximum of four cities within its own warzone. Beyond that, they may seize up to four additional cities spread across all other warzones combined—not per individual warzone. This means an alliance can control up to eight cities in total: four inside their warzone and four scattered in others.
Capturing a city increases the maximum number of military strongholds an alliance can hold within that warzone. To declare war on a city, the alliance must have already captured at least one adjacent military stronghold. Once a city enters war protection status after being captured, this protection lasts for six days, concluding at 12:00 server time on the next declaration day.
The alliance that held the capital before the season began will maintain control over it until day 28 of Season 1. They will also retain access to ministries and hats until that point, when the capital becomes available for capture once more.
